Legislative committee proposes bill prohibiting discrimination on the basis of disability

The committee was appointed in the autumn of 2002, and has been chaired by Professor dr. juris, MD, Aslak Syse, Department of Public and International Law, University of Oslo. It was charged with drafting a new act relating to prohibition against discrimination on the basis of disability (Discrimination and Accessibility Act) to be applied in all spheres of society. In addition to the new legislation, the committee has proposed amendments to the Planning and Building Act currently in force.

The draft statute seeks to ensure equality and promote equal opportunities for social participation for all persons regardless of disabilities and to prevent discrimination on the basis of disability. The committee further proposes that the act shall serve as a tool in the efforts to dismantle disabling barriers created by society and to prevent new ones from being created. The bill has been circulated for review, and is currently undergoing revision at the Ministry of Labour and Social Inclusion. The Government is expected to submit a final bill to the Norwegian national assembly in 2007.
